Hi
 
I am looking for quiet and powerful pc.
I will be using the pc for my work (editing video/photos/) and watching movies/musics and playing games.
my budget would be $3500 ~ $4000
 
A couple of questions.
 
1. air cooling vs liquid cooling
What I have learned is that LC is more effective and less noise that AC but there is a risk for LC. some people have positive experience. any feedback on this?
BTW, my room is very dusty.
 
2. single GPU vs dual GPUs
I plan to purchase to 2 Apple 27 inch monitors (researching for quite some time and decide to go for glossy)
Can one GTX 680 handle multiple monitors without performace hits while playing high-ends games?
 
3. need many internal hard drive bays
for my work, I need many storage spaces. it looks like black-ops-syndicate has decent number of hard drive bays. but is it noisy? if so, I probably purchase hard disk towers for my storage.

Hi yealpoong...Welcome to the forums.   That's a good build.
 
For video editing the X79 is the way to go. 
 
DS will tell you to change the D14 cooler to the H100.  They found the radiator is less effected by X79  chipset  and gpu heat in the pc case than the d14.  So that decision is kinda made for us.
 
To game on two monitors you'd want sli 680's.  If the monitors are 1920x 1200 for example a single 680 will max out games on a single monitor like Metro and BF3 but frames will drop into the 50's at times.  Still very good, but some want 60's + at all times.  If they're 2560x1440 then you'll see frames in the 40's at times with sli and dual monitor and games on Ultra.
 
Everything looks great, except the sli and H100.  The mobo and psu allow expansion to sli and the audio card no problem.

If I go for H100, should I maintain LC (such as refilling)? still concern me leaking while maintaining the liquid

The H100 is a sealed unit.  No maintenance.  Not a true liquid cooling system like the stage 6 cooling in config.  The fluid is distilled water, I believe, which is non-conductive.
