Nope, that will come with the high-end package. It's actually cut into the aluminum and then has a grill placed behind it with a series of LEDs.

Also I would imagine the fan speeds may be tuned differently for TEC H20 vs regular LC?

The TEC has a hot side. The cooler the hot side is, the lower your cold side will be.
The fan speeds are actually being fine tuned now by us, but, take note, the faster the fans spin, more airflow through the radiators, the cooler the system will run. Yet, that does mean a louder system.

When you LC you still have the option of using a low RPM fan. With the TEC does the system require the fans to run at very high RPMs? I'm willing to sacrifice some cooling for peace and quiet, but if the TEC requires extreme cooling from the fans than so be it.

Basically what we want to know is compared to a regular LCS system is this new one louder, or quieter or about the same?

The system will be fairly quiet under normal use. When the temps of the hot side get above a threshold, the fans will kick up in speed to maintain a target temperature for the cold side on the fluid. Under normal use, the system will be just as loud as a normal quiet liquid cooled system, and can become as loud as a liquid cooling system with high airflow fans when stressed heavily.
The TEC has no moving parts unlike phase change cooling. The TEC itself makes zero noise.

Im sure the signature build is aimed at being ready some time this month....or Im going to be one unhappy DSO customer  Well thinking on it, I would just be an unhappy POTENTIAL customer because if it isnt out I will not have yet Customerized.
