Anyone care to comment on my build? Other than web-surfing and watching video, my primary use will be playing Civilization 5 for hundreds of hours. I'm also planning on playing Fallout New Vegas and the next Elder Scrolls game when they come out. I plan to use this machine for 3-4 years, and might upgrade the video card if necessary in the future. I'm going to use this machine with a 1920 X 1080 monitor. I have a budget of $1300 so I'm trying to maximize my bang for the
buck as much as possible. Is there anything I could do to tweak my build to get an even better bang for the buck ratio?

looks really good!
if your main use is gaming id suggest springing for the 470, its $80 more, well worth it imo.
if not, at least spend the extra $9 and get a 500gb HDD, its pretty much detrimental go to under 500gb; you'd be paying $1 per 20gb haha
