when I go into user accounts it shows me as administrator of my system but when I try to cut and past from my ssd drive to my standard hard drive it says need admin rights. nothing I do seems to change this

Is this any certain kind of file, such as a Windows file? Or is it just anything you try to move at all?

I am trying to move a Norton program over, might need to uninstall and reinstall onto my hard drive

Yep, you'll need to uninstall it then reinstall it on the new drive. Programs can be very finicky when it comes to a straight up copy and paste as it breaks a lot of internal links. Additionally, most security programs have built in protections to prevent their installations from being tampered with.
